THE PLACE AND THE CREATION OF A LEGAL BUILDING
Andorra is globally unique: a state that has inherited a singular millennial culture, located between France and Spain and set at the heart of the towering Pyrenean mountain range.
The Principality’s central legal administration therefore deserves an efficient and useful building for its citizens that, through its constructive form, simultaneously functions as a spatial metaphor for the civil excellence that the whole country strives to achieve.
The “Mountains of Justice” project is an avant garde architectural model, for a country that also wants to be at the forefront of public administration. The building that has been designed is human, agile, open and multi-functional, includes all the necessary features and integrates the diversity of all the country’s communities. The façade surrounding the building also gives it a solemnity suitable for its location at the nerve centre of the Principality: the confluence of the two Valira rivers.
Once the proposed construction idea becomes a reality, the “Mountains of Justice” project will create a unique and emblematic building that will reflect the innovative spirit of the whole country throughout its 14,000 m2 area.
The project directly invokes its own Pyrenean setting and the picturesque valleys and routes that surround it. The concept of mountain paths is the vertebral axis of the architectural project, generating a formal and functional response to the project of constructing the new Headquarters of the Courts of Justice.
The striking main façade of the project is located parallel to the Valira river and the Andorra la Vieja access motorway. The façade is covered in mobile cladding, with a vibrating section that creates terraces and covered exterior spaces on the various floors. This cladding colonises the whole plot on the lower floors and expands from the building to transform itself into walls that line the main entry points. This organic façade wall marks out mountain paths and occasionally extends into the interior of the building, becoming visible from the spacious interior foyer.
The building’s characteristic vibrating cladding is like a metallic skin that reproduces an abstract version of the profile of the Andorran Pyrenees. The pixilation of the mountains becomes filtered rays of light shining into the interior of the building.
This mountain path façade encapsulates the key identifying feature of the project, which aims to become an emblematic element of the Andorra la Vieja skyline. It also intends to establish a dialogue with the natural profile of the surrounding landscape that forms its backdrop. The new Headquarters of the Courts of Justice was designed based on the notion of embracing both quantity and quality within the “Mountains of Justice” project strategy.
